/api/im/memory/external/load
Cross-workspace single-page load through an active grant
Same authority chain as external/search for one page path inside the fixed
shareable band. Leading '/' is stripped and the .pkf compat variant is
resolved server-side; '..', NUL, empty or >512-char paths are 400
MEMORY_EXTERNAL_BAD_PATH. Out-of-band / denied / not-found all collapse to
404 MEMORY_EXTERNAL_UNAVAILABLE. Page payload is a whitelist projection —
no domain governance face (acl/provenance).
