Creates a private skill. slug is unique per tenant (3-120 chars of

[a-z0-9-]; a duplicate answers 409 state_conflict) — the same slug may exist in

another tenant. SK-11 content-presence gate applies: the SKILL.md body must be

non-empty OR the contentManifest must carry bytes, else 400 invalid_request with

details.code='STD_CONTENT_EMPTY'. Not idempotency-keyed (direct state flips; the

publish face has its own dedup). Published skills are tenant-internal visibility —

NOT a public marketplace listing.
