Return (or create) the principal↔agent conversation
Idempotent by the deterministic (principal, environment, agent) pair key: the first
call creates the carrier agent + direct conversation, later calls return the same
conversationId with created:false. No model call happens here (no charge). Body
must be empty ({}).
