Console — create an EaaS tenant with a default project
Session-only onboarding face. The server determines ownerEmail, tenant/project ids,
default quota, lifecycle policy, and disabled warm policy; the request body accepts only
{name} and rejects client-supplied owner, balance, quota, or carrier workspace fields.
Idempotency-Key deduplicates the tenantless create in the console-create partition.
