Update a tenant private skill
Partial update of name/description/content/contentManifest/license; when either
content or contentManifest is touched the SK-11 presence gate re-runs on the
merged result. slug is immutable — a body carrying one is silently dropped.
Publishing is a separate action (POST /skills/{id}/publish).
