List the tenant private skills
Tenant-scoped private skill catalog (Gate B W4; independent pc_eaas_skills rows —
the public im_skills catalog is untouched and these skills never appear in the
marketplace or daemon sync). Optional ?status= filter (private|published), newest
first, capped at 200 rows. Operator humans only: a machine key answers 403
(requireOperatorKind) and a principal session is denied 403 / 404 not_owned.
