Read project billing settlement projection
Paged billing projection for a UTC window [from, to) (default: current UTC day,
window capped at 31 days). Each item is derived from an immutable usage row and exposes
the stable settlement key eaas:usage:{usageId}:{rateVersion} used by the credit
settlement adapter. This endpoint is human-operator billing only; project machine keys and principal sessions cannot read payer billing state.
