List environments visible to the key
Cursor page over the caller's tenant (project-pinned when the key is project-scoped).
The cursor is base64url of the composite {createdAt,id} position; pages are capped at
100 items (default 50) and nextCursor is null when the page is exhausted. Operator
face: a principal session is denied 403 / 404 not_owned.
