/api/eaas-console/tenants
Console — tenants visible to the dashboard session
Dashboard-only channel (/api/eaas-console/**): session credentials ONLY — any
Bearer sk-* API key answers 401 before the api-key branch is reached (the console is
not a second public API; the operator API face is /api/v1). This projection of "my
tenants" intentionally answers 200 with an empty array when the session has no
tenants (the dashboard empty-state CTA depends on it) and performs no scope check —
every tenant-scoped face below still fail-closes 403 on an unregistered role.
