Cross-workspace batch search through an active grant
memory211/05 — recall into the SOURCE workspace's fixed shareable band
(visibility='workspace' AND sensitivity in {public, internal}, non-deleted,
non-archived, unencrypted, wiki pages only). Caller must be the TARGET
workspace's current owner with an active grant; agent identities are 403.
Every unreachable reason collapses to the single zero-leak 404
MEMORY_EXTERNAL_UNAVAILABLE. Rate limited per (caller, source): fixed
window, default 60/min (MEMORY_EXTERNAL_RATE_LIMIT_PER_MIN), 429
MEMORY_EXTERNAL_RATE_LIMITED with Retry-After. Successful calls land one
source-side grant_used audit row; query text is never recorded.
