Console — settle usage rows through the unified credit ledger
Batch-settles immutable EaaS usage rows by calling the existing credit ledger idempotency
adapter (deductCreditsOnce) with eaas:usage:{usageId}:{rateVersion}. This is a
console operation face only; it does not create a payment intent, does not grant credits,
and does not bypass the unified payment middleware used for top-ups.
