Patch TTL / metadata (If-Match)
Optimistic concurrency: If-Match is the bare integer revision from the last read
(missing → 400, stale → 412 revision_conflict). expiresAt may shorten or extend by
at most +1h per patch, never past the project maxTtlSeconds cap; an expired
environment cannot be extended. Bodies without expiresAt or metadata are rejected.
Operator face: principal sessions are denied 403 / 404 not_owned.
