spent/reserved/remaining today, UTC period bounds). effective.ready is the actual
ready inventory and never a copy of desired.minReady. Operator face: project-kind
machine keys carry no warm-pool:read scope (403 scope_denied); principal sessions
are denied 403 / 404 not_owned.
