Paged metering ledger for a UTC window [from, to) (default: current UTC day, window

capped at 31 days). Items are 60s-grid ledger rows keyed by

(resourceId, epoch, intervalStart, dimension); dimension is warm_compute or

environment_compute. periodSpent aggregates the window per dimension;

nextCursor is the scanned position (base64url of the last row id) and null at the

end. Warm and active intervals never overlap (atomic handover at claim time).

Operator face: project-kind machine keys carry usage:read (project-pinned — another

project answers 403 scope_denied); principal sessions are denied 403 / 404

not_owned.
